The article analyses the evolution of imperial legislation in the field of confessional relations, and contradictoriness of governmental religious policy over the reforms and counter-reforms in the second half of XIX‑XX century as well. Author concludes that the main principle of the Russian empire’s confessional policy was an aspiration to the total state controls over all religious institutions all-over the country, without any exception.
